The Firm can assist you in all aspects of federal, state
and local permit drafting, negotiation, implementation
and compliance.
Ms.
Mangone began her career in environmental law as a
contractor to EPA's Water Enforcement Program. She
reviewed more than 15 State programs seeking delegation
of NPDES permitting and enforcement authority and
evaluated approximately 35 municipal pretreatment
programs that imposed terms and conditions on
dischargers to ensure the federal effluent standards
were met. Since that time, Ms. Mangone has been advising
public sector clients - including the Arizona Department
of Transportation and the Town of Gilbert - on which
terms and conditions must be included in their permits,
which terms and conditions are optional and on how to
comply with point source discharge permits regulating
wastewater and stormwater. She also served as the Team
Leader of EPA Region 8's Wetlands Enforcement Team,
which serves the Firm's clients wishing to obtain
Section 404 permits for the placement or discharge of
dredge and fill material in "waters of the United
States" well. The Firm moreover assists its clients in
obtaining AZPDES, stormwater and Aquifer Protection
Permits and permit amendments and advises them when such
permits are unnecessary.

Nancy also assists clients on waste determinations and
advises them on how to obtain and comply with permits
needed for the generation, transportation, storage and
disposal of hazardous or solid wastes under RCRA
Subtitles C and D and their State counterparts. She has
also been advising her municipal clients on the proposed
changes to ADEQ's Solid Waste Framework and Stormwater
General Construction Permit and how such changes may
affect their operations.
