Ms. Mangone is licensed to represent parties in civil
actions in federal districts courts in both Colorado and
Arizona. Currently, she is defending the City of Winslow
and 2 co-defendants for Asbestos NESHAPS violations
alleged by EPA Region IX and the Department of Justice.
She also represented the Town of Gilbert in a CERCLA
cost recovery matter in the federal district court
related to the former Unichem facility/Cooper & Commerce
WQARF Site. While with her prior firm, Nancy represented
Navopache Electric Cooperative in potential litigation
brought by the SESCO Working Group related to the San
Angelo Superfund Site, which ultimately resulted in a de
minimis settlement under the Texas Solid Waste Act.
While at EPA, Ms. Mangone was either lead counsel or
co-counsel for numerous CERCLA cost recovery actions in
the federal district court in Colorado and the 10th
Circuit Court of Appeals, including:

(Smuggler Mountain Superfund Site)
U.S. v. Robert Friedland

She also litigated Clean Water Act administrative
actions before EPA Administrative Law Judges, most
notably EPA v. Crown Central Petroleum, which
helped define "Waters of the United States" for
regulatory purposes.

As
an Assistant Arizona Attorney General, Ms. Mangone
represented the State of Arizona in Maricopa County
Superior court in a multi-statute (WQARF, AHWMA and UST)
case against Honeywell International, Inc. related to
its 34th Street facility in Phoenix. She brought
Underground Storage Tank and State Assurance Fund
reimbursement matters before Arizona Administrative Law
Judges.
